David Couch is an Arkansas lawyer and direct democracy advocate. Since 2001 he has successfully represented elderly people abused and neglected in nursing homes in Arkansas and in more than 20 other states.

In his role as direct democracy advocate, he has sponsored and ran efforts to enact campaign finance and lobbying reforms, medical marijuana, two increases to the minimum wage,
statewide alcohol availability, casino gaming, independent redistricting, open primaries, and ranked-choice voting. He is currently working on measures to remove the sales tax on period
products and diapers, and the effort to protect government transparency by establishing a
constitutional right to information regarding government activity.

David has filed and participated in statewide and federal litigation to protect
democracy. He has and currently represents the League of Women Voters and other organizations in suits to protect voting rights, direct democracy, and to ensure ballot access.

David is a native of Newport, Arkansas and a life-long Arkansan who practices in Little
Rock and Fayetteville. He is licensed in Arkansas and New Jersey. He received his B.A. in
Political Science from the University of Arkansas in 1981 and graduated in 1985 from the William H. Bowen School of Law. In law school he served as associate editor of the UALR Law
Journal. He has two children, Justin who is a city planner in Rogers, and Claire who is in
kindergarten in Little Rock.
